I also double-checked the line for Jigglypuff in Pewter city. Jiggplypuff's Japanese name is Purin (supposed to sound like "pudding" because it's soft and fluffy), which is why it says "Puu pupuu!". The English translation probably should have changed it to something like "Jig jijigg! but actually just transliterated the sounds. Fun fact, the anime has a lot of that too. What often sounds like random growling noises in the English dub is sometimes just the Japanese voice line left unedited, like how Onix roars and actually sometimes says "Iwwwaaaaaaaark" because its Japanese name is Iwark.
