In Ruby and Sapphire he sends out his strongest Gyarados first and then sends out the progressively weaker ones until all he has left is the 'karp. They flip it in Emerald though by having him send the Magikarp first to trick you into thinking he's one of those fishermen, and then it's all Gyarados from there.
ORAS removed the soul though and just gave him 3 copy/paste Gyarados instead.
