Because gender ratios aren't canon, artist's intent flavour the motherfuckers as much as the starting brief outlining what they want the thing to look like and if something looks feminine from release, odds are internally Game Freak staff see it as a female creature. It's the entire reason Arcanine has a 75% male gender lean and why Ninetails has a 75% female lean - far more stories of furry fox-waifus than fox husbandos, but we all know what single women do with their pet pooch. Gender ratios are to determine how many of each gender you find per encounter in-game, not to mandate the in-universe gender split (because again, the chances of naturally getting 5 females for each media appearance, per the game mechanics is laughably long).
