Because they got rid of hidden power for some reason. Unown will be back in Pokémon Legends Z-A, though. I’m pretty sure he was in the trailers.

The other replys nailed it but the moves data is still in there partially because if it wasn't when you force a none learnable move in it wouldn't display, however having a none usable move just says something like "You can not use this move".
