Honestly not as bad as I expected all things considered, but it's heavily carried by Elite Four which use duplicate Pokemon (Glacia with two Glalies and Sealeos, Phoebe with two Dusclops and Banettes, Drake with two Flygons). I also messed up in the Cynthia calc. It should be 83.3 like Steven. I calculated as if she had five members but she has six members.

Because in 1999 the hop from Gen 1 to Gen 2 didn’t guarantee success at all. They already had something good and couldn’t risk fucking up the formula too badly. The game used a lot of Pokémon from the previous gen as to not make the transition too jarring.
Yeah now they can shit out virtually anything because you’ll buy it anyway but they simply couldn’t risk veering too far from Kanto back then. The drop off from R/S showcased this.

Why do you assume they have to use only new gen 2 mons? Johto was a direct sequel to rby, that's why people loved it. It was more of the same yet just enough was new to keep it refreshing. Completely one of a kind in the franchise. Bw2 was sort of like this but shittier and really not the same.

Johto Pokémon were intended, IN GENERAL, to be rarer and more "special" than Kanto Pokémon which are more commonplace.
Johto is an expansion on what Kanto established the groundwork for.
The idea that every region should be dominated exclusively by the new generation of Pokémon is a made up fan concept and really only was a thing in Gen V and Gen V only.

I think the mindset comes from Gen 3, which obviously wasn't exclusively new mons as it did feature plenty of Gen 1 & 2 mons as well. but it prominently put the focus on new Pokemon and for all intents was kind of a soft reboot. Hoenn was very much a standalone region, and every subsequent region has basically followed the formula that Gen 3 established.
of course Gen 2 was much more experimental and they didn't have the franchise formula nailed down yet, so yes, it was much more of a sequel than subsequent generations. but people judge it retroactively by the standards of the formula established in Gen 3 and forward.

I always say, it's wrong to think of these Pokemon as *Kanto* Pokemon or *Johto* Pokemon. they were just *Pokemon* at this point in the franchise.
another thing to consider, is that GSC weren't the only Pokemon products at the time. a lot of Gen 2 Pokemon were featured in other products, like the anime, TCG, merchandise, spinoffs like Stadium 2. and most kids engaged with at least a couple aspects of the franchise. that's why I believe the people who say stuff like "I always thought Skarmory/Slugma was a Hoenn mon" didn't actually grow up with Gen 2. because even if you didn't see them in game in GSC, chances are pretty high you would have been exposed to those Pokemon through another medium if you were around at the time.

Pokemon was greatly over saturated by that point and people were getting sick of pokemania. It became cool to hate it and normal to mock it.
The fad had died by the time Gen 2 came out. People were already tired of the anime and dropping in droves come Orange Island.

I personally also think that it made the mistake of catering to girls too early. Gen 2’s pokemon designs were meant to be more cute to get more girls/women to play the games and buy up the merch. The core audience of young boys who wanted more “coolmon” were alienated and pokemon seemed more baby than ever before.

They were made because at one point, Game Freak was actually putting effort in GSC, but the higher ups forced the leaders to use KANTOOOOOOOOOO Pokemon out of spite, they're quite retarded.

Paldea's gym leaders use familiar Pokemon to show off Tera. It wouldn't make sense to Tera new Pokemon if you didn't know what their types were already. Iono is the dumbest example to use because Tera Electric with Levitate trolled a lot of people, making the game harder and more enjoyable. Meanwhile Johto gaywads use Kantomons because it's the Wacky Deli.

Gen 5's anime had a lot of problems, actually giving the new pokemon breathing room was one of the only things Gen 5 's anime did right (its was just all for nothing since it was so shittily written, the writters had to bring in CHARIZAD to bail it out)

Unova suffered the same problem Johto did, something came up that forced them to completely axe their original story trajectory and as a consequence we got a fuckload of shitty filler and uninspired generic plots, and OLM weren't even remotely informed of B2W2 to plan in advance and account for it.

basic common sense, its objectively bad game design to have 100 new Pokemon and not use them for anything. Keep mind if hiding away new Pokemon made any sense, Game Freak would have continued doing that instead of switching gears in gen 3.
The only possible reason for gym leaders to not use the new Gen 2 Pokemon would be if game freak didn't think the Gen 2 Pokémon were important or good enough to be on gym leaders teams, and the only reason game freak would think that would be if they intentionallly designed the Gen 2 Pokemon to not be gym leader team material, and the only reason game freak would willing design the entired of Gen 2 to not be good enough to be on gyms would be if they wanted the Gen 2 Pokemon to flop.
