Give him a Mega, bring Beta Octillery back from limbo and into the official game. Probably an exclusive Ability that increases Acc, so you give him some +Acc item as well, and make it a 120 move nightmare.

He ice beams pretty good.
Bullet seed pretty useful too, and the other moves were Surf and Toxic.

I'd give it an evo. Probably Water/Steel. It'd be similar to Beta Octillery.

Stat changes
HP: 75 > 105 (+30)
Atk: 105 > 110 (+5)
Def: 75 > 100 (+25)
Sp. Atk: 105 > 135 (+30)
Sp. Def: 75 > 95 (+20)
Speed: 45 > 35 (-10)
Total: 480 > 580 (+100)

I made the evolution slower and bulkier. Offensively it'd lean closer to the special side, though would still function well as a physical attacker.

New Exclusive Move: Metallink
The user fires a blast of toxic, metallic ink at the opponent. Dealing damage and badly poisoning them.
Steel type
65 BP
100 ACCURACY

Fires an extra time on projectile type moves that have 65 power or less, use the bulletproof ability list for the moves. But destroy his speed or something or make him shit at normal moves.

for what reason to it's bullets seed hits harder? Give it more bulk, give it more spatk, give it it's tank motif make it water/fire or water/steel. It would be so easy
