It's at least better than "let's put the Good Rod past where you get the Super Rod which is just the same thing but better." Surfing and fishing at least has different Pokemon

You're supposed to get to Fuschia City via Cycling Road and then move on to Routes 15/14/13/12, which are actually optional routes for grinding purposes
