there is no proof of this. that's just fanfic revisionism by shitposters used to make Johto look bad. Only Blue and Red are notably stronger than Johto trainers and that's due to them being strong in general.

In GSC, when you arrive in Kanto, an NPC states that the Gym Leaders in that region are stronger. Their levels are comparable to E4, except for Janine, which is fine because she says she wants to be as strong as her father Koga.
