NPCs are so much more lively than RBY, giving them names, the little tirades they go on when they call you. Beating Cooltrainer Nick in the bug contest with my Pinsir was exciting, Fisherman Tully finally calling to give me a water stone, "my nidoran just always wants to nuzzle me!" these little details flesh out the world and make it feel more alive, makes the characters feel less like stationary robots when they call to bitch that the Raticate they fought got away.
I also didn't have an issue with the level scaling, however I will say Kanto feels so wrong, it ended up being a big training session so I could get mons ready for Stadium or to evolve for dex entries. However, I will say that my team was totally done really early compared to other games. I think the level scaling hurts when it comes to adding team members to your party later on, because the wild levels are way too low so you have to grind them up quite a bit.
Legendaries FEEL legendary in this game. Both box legends require an entire dungeon to get to, then the two roamers were mildly infuriating, the only freebie is Suicune and catch rates feel much harsher here than RBY.
My only nagging negative takeaway is... the game runs kind of slow to me. Not talking about the day or time based events, I'm totally cool with those I can take it slow I only play for a couple hours here and there anyway, but the engine. Moving through menus, Battle animations, it feels really, really slow sometimes, much slower than Gen 1. Could be why the Dodrio Tower in Stadium 2 is actually 4x speed instead of 3x.
