And when they're seemingly allowing capture of wild starters in-region (both the L: A and DP sets were found in L: A), with the region's future hand-outs being native to the region as had always been stated though never shown, it's hard to see why the Kalos set or Kanto set should be hand-outs, when they're likely going to be available in-game through some method anyway, akin to L: A.
