Only difference is Visual fidelty includes all the lighting, textures, and animation. Also are yo ufrogetting DLSS has both Performance/Quality/ AND Balanced mode? DLSS quality focuses more on resolution while DLSS performance focuses more on FPS without needing to lower your settings. Balance setting compares visually and performances degrade the quality but mostly with still image will you see the difference.

Switch 2 will be on 1080p on Handheld while docked mode would be 1440p to 4K (native is possible as well, but for Gamefreak it will be upscaled to 4k via DLSS).

Why wouldn't they use it? Why CAN"T they use it? Also, those saved resources can be used for visual fidelity as you had stated before. Marginally , maybe, but still enough to give Gamefreak a leg-up. Also DLSS version keep consistently improving. If Switch 2 has DLSS 3.5 or even above, it can be a game-changer.
