Flareon is not only the worst Eeveelution competitively by far, it is arguably the worst fully evolved Fire Pokemon competitively of all time. It's extremely slow, extremely frail, and it has a very limited movepool.
Look at it this way. The highest tier Flareon has ever been in was NU (Never Used). It reached the lowest tier of ZU (Zero Usage; basically Untiered) across multiple generations. That's really bad.
The only way to make Flareon competitively viable is to give it major buffs and reworkings to its base stats, a better ability and more powerful and varied moves.
