Given the lack of dragon-types in Gen 1, Dragonite should've just been a part of another evolutionary line where it shared at least some more noticeable similarities with its previous forms. This would've given us a second dragon-type evolutionary line in Gen 1, and allowed Dratini and Dragonair to have a final form that shared more similarities with them.
