you need to beat the elite 4 one hundred times. then the truck from the intro sequence will appear in your hometown again. use strength on the truck and push it aside to reveal a cave entrance. groudon is in there. good luck!

You have to get 6 level 100 Wailords then go to that one secret cave near the 4th gym. Interact with the wall 28 steps up and 12 steps left then have a Wailord use defog. After that it should open up another hidden cave with Groudon in it.
