This is... definitely one of the weirder ones.
The duo in general are kind of strange. Why Steel and Ghost? Why not Fire and Rock or something? I guess technically that rock type would make it strong against Solgaleo, but when has the MOON been associated with GHOSTS in the Pokemon world outside of ambiance?

Honestly they have the same problem as lugia, it's the psychic type the one that's the problem. Solgaleo should be fire/steel, lunala should be fairy/ghost

Majority of mon based on Celestial Objects have been Psychic type(Lunatone and Solrock, Deoxys, Cresselia, Gothetelle,etc), Cosmic Power is even a Psychic move
