The whole point of having "Overused" as a tier list in the first place is that having a list of pokemon that are used extremely commonly allows you to build your team around the threats you are most likely to encounter. There is no such thing as a "universally good team". All teams are hard countered by something, and all things have a hard counter.
Stuff deserves to be banned when there's just no way of reliably countering it, or if the thing that can counter it is utterly useless except SPECIFICALLY to act as a counter to that mon. Just because something is good, and you need to be prepared for it, and there are one or two mons that are really useful in that capacity, that doesn't mean a thing is broken. Motherfuckers carry mons whose entire function is to use a 50BP normal type move to counter a single, specific move on the other team, and nobody is suspect testing that state of affairs.
This is just Smogon council mad cuz bad. I absolutely refuse to believe Kyurem of all fucking pokemon is an overcentralizing threat.
