Finding a strong TM feels good, you're like "Oh fuck yeah, Thunderbolt, now [underperforming electric type Pokémon] can stop being fucking useless". Finding a bad TM is like "oh wow it's fucking Swift, who gives a fucking shit". It doesn't feel meaningful, you're not happy to find it.
It's a SMALL powerboost, it feels good. Making you TOO strong however is not fun. You need to hit a sweet spot between "too easy" and "too hard". Look into flow theory if you don't know it, it's a very important theory in psychology that explains why it's important to make games neither too easy nor too hard.
