Toxicroak is in both Diamond and Pearl. Purugly isn't much worse off than Skuntank, which is the rival.

There's a lot of things you got wrong here. First off Toxicroak is not that popular, it's Croagunk that's popular. Second, they did not receive the same amount of shilling. Croagunk got a huge Ashnime boost while Purugly and its pre-evo hardly ever got anything.
