SmithPlays is one of the few people criticism Johto from the point of view of trying to improve it rather than just bitch about nothing, and his Crystal Legacy hack is mostly vanilla but increases levels, adds level scaling, and adds more encounters. But it also adds some story changes that might stray from what you want.
