What is the in-universe consistency between why something is a ghost and why something is a fairy type?

If ghosts are mostly spirits or something being possessed, then why is Klefki not a ghost? If fairy types are mostly just cute creatures, then why didn't things like Shaymin, Mew, or Minccino fairy types?

At least it's (or Trapinch) based on an antlion, who initially live in the ground as larva. So the ground part makes sense. As for why it's dragon and not Ground/Flying? I can't think of a good reason other than they wanted to surprise the players and also fix the mistake of not having a dragonfly-inspired monster be dragon-type.

Just accept that some Pokemon have a type assigned by the demands of the game and not by the philosophy of its design, an example the Unova fish had to be originally Water/Electric, but due to lack of Ground Pokemon it was assigned that type.

For a long time the Psychic type was given the status of most powerful which is why a lot of legendary and mythical Pokemon have that type, when thematically they should be another one, for example Lugia inspired by the dragon god of the sea should have been a Dragon/Water both for its inspiration and to serve as a counterpart to Ho-Oh and the sky, but the guys from the movie and Shudo screwed it up and it ended up being Psychic.
