Generation I is full of this - the implications presented by Bill/Mewtwo/Ditto/Porygon/Voltorb... these creatures pose questions on whether or not technology has gone too far.
They are meant to contrast one of the first characters you meet - the 'technology is incredible' guy, and their implications are horrifying in different ways.
Voltorb adds layers of concern regarding what exactly IS a Poké Ball... tech that essentially enslaves creatures.
Could that tech... come to life, and act on its own?
If a person (Bill) can become a Pokémon, then are people themselves digital, and could a Voltorb one day devour your very soul on a whim?
