More like let's completely fix these garbage stats and make it usable for once if gamefreak changed stats through generations and even gave a better ability to empoleon i don't see why they shouldn't with sceptile

People that always want min/maxed stat spreads for starters always forget that these guys are supposed to help even incompetent kids get through the game.
Yes, even Meganium can carry a ignorant child to the credits, so they need to be able to at least be okay in both attack and special attack.
Honestly, Sceptile is probably the starter most fucked over in its generation due to its weak ass natural learnset, coupled with the available TMs it can use... Bullet Seed is the only real Grass option it has until Leaf Blade (unless you hold evolving for Mega Drain-Giga Drain ain't happening in a real playthrough)
I think they hated this dude more than Meganium... at least it gets Poison/Sleep Powder and Leech Seed alongside Synthesis... Sceptile has no status moves naturally

it's faster than everything with unburden
85 attack is servicable when it's +6
coverage is pretty solid

none of this "swap some stats around and give it tail glow and beast boost and thunderbolt and sacred sword and and and"
literally just 1 change and it's solid

Sceptile is very useful in hoenn where there's a shitton of water routes and resists to makuhita and owns nosepass and marshtomp and even hits neutral to camerupt, macargo the most common fire pokemon in RS

Yeah, once its fully online towards the end of the game... Except most water route encounters are Tentacool and Pelipper who have take neutral damage and kill you back with STAB super-effective attacks.
It does deliver against Tate/Liza and Wallace
