I like your theory, but for one, they gave up on it even before XY with BW2 in Unova itself, and I personally think that even without the backlash it wouldve only been natural to include past mons in the game's "third version", since they traditionally add new mons and what else could they add? I think it was the plan all along to do that and even if people loved it they still would've mixed past mons back into the sequel, just my feeling though.
I also don't really see the Unova presence in Kalos dex, the monkeys yeah, but otherwise its every single Kanto staple along with a ton of Hoenn mons, Sinnoh and Unova in equalish parts with some oddball Johto dudes slung in.
And it feels like no Kalos mons, the dex has no identity. They are completely drowned out by everything else, and it feels overwhelming more like Kanto than anything. It even has the starters, bro.
