Because Sceptile didn't need Shed Tail.
What it needs is a movepool that doesn't go against its stats.
Also Meganium getting Body Press was a good thing

Exactly.
Sceptile learns about 45 physical moves, across 9 different types
But learns only about 18 special moves, across just 4 different types
Yet its Attack is 85, which is very poor nowadays.
And its Special Attack is 105, which is just okay.
If they were to swap those stats, Sceptile would instantly become a lot better.

They are *capable* of it. They've made changes to stats before.
Just not on that big of a scale. Normally just +10 to a stat here or there.
However, like >>56532789 suggests, the only realistic way they'd do it is with a regional form.
A physical sweeper Sceptile that's Grass/Steel or Grass/Rock would be pretty sick.
