This doesn't really stop you entirely from being overleveled, and really just keeps you from being underleveled in my experience, but it does kinda tend to keep you <10 levels ahead and makes it harder to gain more than that. Assuming you're training a team of 6. Otherwise you're still overleveled. It doesn't make that much of a difference, but it's noticeable.
The game also gives you Lucky Egg as a handout though, along with Audino and shaking grass.
