Where's all the buildings in Olivne, you mean? The answer you're looking is "Game Freak did not add any superfluous buildings to any the cities, due to how ragged and difficult they found it to make Gen 2". Not that they ever put in as much detail to their game world as they professed their universe to possess.

Olivine and Goldenrod seem fairly close. He could have been the Goldenrod gym leader while commuting from Olivine. Even in Hoeen your family moved to Littleroot but his gym is in Petalburg
