They didn't want to change their gender rate, since I guess it's a tradition for starters to be 87.5% male and 12.5% female, but recently they've been introducing more feminine looking starters specifically for female players.
I think that's also why they've introduced a lot more cutesy and cartoony Pokémon in recent gens.
