>>56547355Different countries have had different standards over the years, Mexico had bring 6 pick 6 with item clause at level 60, Australia and a lot of South East Asia had Nintendo Cup variant rulesets, what we now consider the "international rules" for older gens is basically what the US east coast and I think some of the European players were playing in the 2000s (the legacy of which can be seen in stuff like PCNY event moves being allowed in all of the old metagames despite the majority of the world never having access to those moves).
I don't mean to shit on one ruleset or praise another, if people enjoy the current range of smogon "unofficial official" fan formats then they can go right ahead. That being said, they have suffered a stasis (particularly in the higher tiers) that you didn't tend to see in the more isolated metagames of non English speaking countries especially, it was telling that it took until around ORAS iirc for smogon GSC to even start acknowledging tiers other than Ubers, OU and UU (plus UUBL, which I remember they just called BL and LC where they put any first stage NFE that wasn't banned for being Scyther) as existing with anything not good enough to be meta in UU just being "yeah don't bother playing with this."
