If "a Pokemon bumped into her and she blames you) was honestly supposed to be the "gag", it was extremely poorly executed and I don't blame anyone for thinking the joke is supposed to be a girl just wanting to start shit with the player out of boredom instead.
However, at least in JP, they did actually change her dialog in a way that removes the accusation of the player touching her (at least in a way that might imply sexual harassment):
>…きゃ!いま あんた おさなかった?> ...Eek! Did you just push me?Same "That's it?" line after battle in JP, then afterwards she says something completely unrelated to the whole ordeal. Again, I have an easier time believing she's just supposed to be a bored teen wanting to start shit (then back down and change the topic when it turns out the player isn't a pushover).
Another reason why I have difficulties believing your version is...it's not like GF were incompetent when it came to writing and executing visual gags. Picrel is from G/S - they went out of their way to change this random NPC's color to white because he "burned out and turned white", as he proclaims after defeat. So if they really wanted the touch-gag to be your interpretation of it, they would've found a way to do it proper (at the very least by FRLG - I could sort of see it being a layer of the joke in RGBY but in the remakes, it just falls apart).
