Gen 3 already have Mega Evolutions. They don't need regional forms. Same with the Kanto starters.
Heck, even the Gen 8 starters have something special with G-Max forms.
Although I guess you could argue Gen 7 starters already had something special too, with Z-Moves.
But still, Megas are returning finally and its going to suck not having access to your favorite Hoenn Mega because that Pokemon was selected for an unneeded regional form instead.
I'm hoping the numbers mean something else instead. I saw one comment suggesting 3 regional forms, 5 new Pokemon/evolutions, and 8 new Megas. But that total seems really low, especially compared to PLA's 28 new designs.
