Whether or not it can be transformed directly is irrelevant. You're always playing an improved variant of an existing Pokémon.

Playing Mismagius doesn't prevent you from playing Misdreavus. And the same applies to Flutter-Mane.

If by fixing you're thinking of Smogon OU, almost impossible with this type, Articuno is a shitmon.
For in game, you can increase its attack, boost Present power and make it works outside battle, similar to Softboiled. If you make itavailable earlier, could have a niche.
Or just a pokemon to get an item, similar to Luvdisc.
About Roselia, Roserade was OU for a while.

yes it is, Delibird has even less of a reason to exist than the nothing it had before. You don't need it to obtain Iron Bundle.

There were always ways of making baby mon appealing to the player, assuming they were breeding or playing through the campaign. Game Freak insists on doing none of these things.
