What's the last game where I can actually collect/use/hold ALL pokemon that came before it? Wiki's are giving me conflicting information.

It's kind of a regular thing now. There's plenty of Pokémon you can use in current gen that don't actually appear in the regional dex
Charizard, for example, was one prior to the Blueberry DLC

the pokemon are all still in the game, they just dont have dex entries if they're not in the regional dex. there weren't actual dexcuts until sword/shield.
