Looking at the designs it's quite obvious, especially so with Panpour, that they started with Pansage as a standalone idea, then hamfisted the other two to create a sub-trio.

so many Unova designs were obviously made just to inflate the dex for their hamfisted idea of only having 150 new Pokemon just like KAANNTOOO. they clearly didn't believe the game could stand on its own without some kind of gimmick so they pumped up the dex with a bunch of rushed designs to sell it as a soft reboot.

Pansage, Pansear, and Panpour were specifically created as partner Pokémon for the Gym Leaders of Striaton Gym. The artist had to design these Pokémon around cooking. He needed an animal that could walk around, carry things, and basically help the chefs in the kitchen, so he settled on a monkey. Their types each represent a different element of cooking, and their hands are based on cooking mitts.

This, it's the same reason they explicitly made T W O (2) Psychic/Fairy lines in Galar, because they wanted Bede to retain half of his team once he troons out from a Psychic Specialist to a Fairy Specialist.
