When every NPC has full lines of voice acting, it sucks. My mind (as should anyone's) can instantaneously process all the text in any given dialogue box, but when I'm forced to listen to the entire line I already read, it's slow and ruins the flow of the game.
Alternatively, I can skip the lines of dialogue after processing them, but this is just as bad since the speaking character just abruptly goes on to his next line and it sounds like shit.
Meanwhile BotW's minimal voice acting is subtle and keeps things moving. The vocalizations convey tone and emotion without trapping you in long exchanges. I can engage with the dialogue at my own pace while still feeling connected to the characters. Perfect middle ground.
And let's not pretend like Game Freak has the talent to properly animate character mouths.
