We know that people possess them, Brandon has all three Regis for crying out loud and had the gall to try to catch Gigas too (albeit, in an attempt to protect it) and it's been shown there's a whole black market for villains buying rare/legendary mons off of Pokemon hunters.
A guy catches Celebi in 4ever, a guy got all three birds in 2000, Giovanni swept Gary with Mewtwo, there's an episode where TR steals a baby Lugia, etc
It's clearly the case that, especially in the anime, most legends are not one-of-a-kind, and people are capable of hunting and catching them. So, why the hell would you NOT have someone turn up to an important tournament wit legends?
