Yeah, the consensus is that he's the worst rival. He was a Paul ripoff with even his design resembling Paul's, only he was newbie trainer and did not possess pokemon anywhere near as impressive as Paul's, somehow the writer's missed the appeal of their own character one season later and created an absolutely flop.

For me, Bea was the worst story-wise, beautiful design, great fights, but it all came out of nowhere, a true rivalry was never built, they didn't delve into Bea's motivations and her interaction with Ash was like a boxer and a punching bag, one-way. Even the "rivalry" with Raihan with only a couple of minutes felt like something more authentic.

She is the definition of style over substance.

Paul is quite generic, his only action that is somewhat interesting is to beat Ash but Ash DP was pathetically weak, he lost to Raichu, anyone, but not very meritorious and humiliate fodder, the Sinnoh League has no development, Alan Sozo, the only interesting rivals were SM for being characters beyond rivals to a certain extent sawyer due to the dynamics with ash

Alain was only used for two things, as fanservice for XYfags and as the trope of an old opponent being easily defeated by the new big bad, it's a quick and cheap way to build a new antagonist.

The only thing the writers did was give him a magic pass, that place should have been occupied by some other "champion" or ex-champion like Wallace, Mustard, Peonny, Alder, N, or even Geeta's cameo to promote the new games.

For the most part I agree with you, except that something that stands out about Paul unlike your generic asshole rival is that he was not cruel for fun, he just used a strict method that contrasted with that of Ash and his brother, take as an example his Ursaring, Drapion, and Electivire those Pokemon seemed to enjoy his battle style and the results were shown, but more importantly he showed Ash that his method was not perfect either and that he was a hypocrite because his actions were not in accordance with his words, some Pokemon need love and others discipline, in the end they both learned from each other.

I don't even think he owned any Pokemon in the anime and he only became champion in the games as part of Ghetsis plan which was changed in the anime. It would be even more out there than Iris being champion to make him compete in the championships.
Also given how they wrote Diantha vs Leon then it's safe to assume that whoever took Alain's place would just have gotten swept just as easily.
