Why the fuck did they make the Elite Four like that in Hoenn? Could they seriously just not have used Johtomons to fill the gap? Or did they seriously need that space for the fuckton of Water types nobody uses?

No important NPC mains Magnezone, Porygon-Z, or Rotom in Sinnoh. I feel like they all should have went to Cyrus.
