Every single description of Ziz is bird or gryphon-like. All they have in common is them both ruling over the skies, which is not exactly an uncommon thing in mythology. In fact the commonly said theory of the Hoenn legends being based on Abrahamic religion is bullshit entirely. The Leviathan is always described as serpentine, far from Kyogre's whale-like appearance. The Bible is vague about the Behemoth, but one thing it makes sure to mention is that it eats grass, something Groudon most certainly not do. In fact, Groudon is usually weak to grass.
You might as well say Groudon, Kyogre, and Rayquaza represent Hades, Poseidon, and Zeus respectively.
