But they're back as of SV and will likely will continue until Gen 10 at least so I hope they remember to print every Baby at least once this time around.
The reason why Babies are shafted comes down to the fact that they're designed differently from regular Pokémon and Creatures doesn't know what to do with them. Every time they bring them back, they change how they work. The current version of Baby Pokémon can't evolve, have 30 HP, have no retreat cost, and have a single 0-cost attack.
Togepi, Riolu, and Toxel don't count as Babies in the TCG they get to have more cards.
