Unlikely, it seems Gen 3 onwards they designed the pokemon/chose which ones would be in the game before implementing them.

But we know of a few cut pokemon like the Black rock pokemon and Torkoal pre-evo but they don't seem to have been in the game, only their dex entries.

Nah G3 sprite leak pretty obviously shows that there was a lot of misfires still. They sure as shit did not finalize their choices before implementing stuff.

I think it was to have the hatched pokemon make sense. A fully grown Jynx hatching from an egg would be weird.

Maybe but there are plenty of other Pokemon who hatch "full-grown" that they never gave a baby to, including ones from gen 2 e.g. Skarmory or Stantler. The actual reason is probably just they though babies would be a cute gimmick and didn't care as much about trying to make pokemon stronger or more competitive back then.
