You ignore the part about fans caring more about the original generations and not caring about the later generations at all (especially at YuGioh), which is why these companies milk the original generations. And I can't blame them. Just like anime and manga publishers that keep milking popular shonen series with "next generation" sequels, pointless sequels etc only because the fanboys keep consooming them even if the sequels are inferior and not even from original creators. Dragon Ball and Naruto are two famous examples of that.

Also huge part of Pokemon's audience is female which is the result of Game Freak hiring a female artist to make cute Pokemon designs to appeal to girls too. Also girls love dress up stuff, therefore the contest part.

It's because the new anime is also bad. It has a lot of really cool ideas, but it doesn't deliver on them. The concept of a main character flying around the pokemon world on a blimp with a motley crew of explorers is fucking cool, but they don't develop any of the or their pokemon. The main two protagonists are also really really fucking bland, and it's made worse by the fact they only have 2 pokemon each, not that it matters since they exclusively use their starter 99% of the time. It could have been great, but it's a huge wet fart.
That said, at the VERY least I appreciate they're doi good SOMETHING different, even if it isn't good.

Anipoke was only made to promote games, not to tell a story on the level of a conventional manga or anime. Ash makes no sense without Pikachu, the most famous pokemon and the face of the franchise, and Team Rocket makes no sense without Ash and Pikachu. What is Ash's goal? To be a pokemon master, and that's a perfect excuse to show new Pokemon and characters in Ash's travels. Why would you create a new character with the same goal as Ash?
Replacing Ash means replacing Pikachu, and in turn doing the same with Team Rocket. It would be a disastrous butterfly effect.
Creating characters, personalities and plots would bring a lot of problems for a strictly promotional anime, that's why they kept Ash, Pikachu and Team Rocket, the "autopilots" of anipoke.
