These stories aren't canon (mostly), since they're probably just practice to help the devs write about the world and to world-build internally so they have an idea what the world should be like. That said, they are still official documents produced by the actual development team in their creative process, the definition of an official piece of writing.
Don't confuse the two concepts. Just because there won't be degeneracy in game with a mode where you can seduce and get nasty with your waterslut of choice, doesn't mean those stories aren't official, anon. Stop being silly.
