i'm using these dex entries to identify which pokemon is which in that image and it might nuzleaf instead. some numbers are missing such as the one for the yeti. the thing right next to it might be wingull oddly enough

It was the first GBA generation so they probably hadn't decided at that stage how they'd translate the Pokemon designs to a technology where you could actually tell what you were looking at. On the GBC they often went with very exaggerated features in order to communicate the Pokemon designs under their limitations.

while gen 3 always had a reputation for having ‘digimon-like’ Pokémon or ones that didn’t look like Pokémon at all, some of these really do look like fangame trash. having said that, I like the design of beta sharpedo and shedinja somewhat more than the final ones

It's really not. The original tentaquil drawing is clearly based off of politoed, and politoed has a spiral because the other poli-s do, and they have a spiral because you can see the intestinal spiral on some tadpoles from below. The beta frog mon here is just combining that with a g-cleft.
