I think because GF was trying to take Gen 3 in a different direction with cooler Pokemon, they probably commissioned some art like this to get a totally new perspective. Sometimes to get fresh ideas, you have to step completely out of the box. Then you can tone it back a little to be more like a Pokemon. which they obviously did with some of them like Cacturne.

They had Jun Okutani do some concept art to see what can be refined into actual Pokemon. GF has actually spoken before about how their design process involves a concept for a Pokemon going through several passes before being properly implemented.

I don't think that's electricity at all. It looks more like its body is phasing out of this reality or decomposing into plasma.

I think they were simply in a brainstorming phase still, at that point you ask anyone to give ideas no matter how outlandish they may be
Not because they're necessarily going for a different direction, but because no matter how out of place the idea may be, a detail or two may end up being inspiration for the final product

Case in point Cacturne and Metagross seem to originate from that edgy concept art
