I think the reason Flying has historically never been mono is because the idea is that you only get to be mono Flying if you're a pure wind/sky elemental. If you're just an animal which happens to fly, you're not really a wind elemental. So you don't get it as a mono

But then lately they decided they don't care about this autism anymore because it's been decades and they realized it's fucking weird that none of the Flying Types are actually pure Flying

I really would've thought the BIRD WITH CLOUD WINGS would've been "pure Flying" enough compared to stuff like Pidgey and Spearow, but I guess they thought people would be disappointed that it loses a unique typing upon evolving

I don't think they considered it that important at that point, they're still at the stage of making baby Pokemon and not unique typings.
