We already know they'll mix different lines together if they feel it fits, e.g. Blastoise was originally its own Pokemon and not Wartortle's evo. They probably thought the original "Yakoko" was too boring or they really liked Trapinch but couldn't think of a good evo for it.

Some dev notes requested that Trapinch be used as the 1st stage of the Flygon line. It was likely at the point when that decision was made that Vibrava and Flygon were given more of an antlion look that looked less like a dragonfly.

Togepi is トゲピー in Japanese, so it's very likely. Maybe it was a split evolution?

It's also super interesting that it's right next to Latias and Latios in the Pokedex, since many people have pointed out how damn much they look like Togetic evolutions over the years. Maybe they actually were related at some point?

Not the anon you responded to, but I remember seeing an interview around 2015-16 (early uni years are a blur for me) where Masuda had said they’d tried multiple times to create a Flygon Mega but never got past the concept art stage. Would have been cool if these leaks had those concepts as I like seeing the design process of Pokémon.

Trapinch wasn't gained though. See >>56611254, they realized the Flygon line sucked and only kept Vibrava as-is. Trapinch already existed but Yakoko was swapped out for the antlion concept, which was applied after the fact.

Trapinch is based on an antlion, a creature which metamorphoses into something that highly resembles what Vibrava and Flygon are based on. If you look up antlion larva and imago forms, you will similarly find that "it really doesn't make too much sense."
