Fearow used to save pokemon that were being hunted by ancient people and eventually they caught him and burned him alive, but the connection to the countless pokemon he saved caused him to reincarnate as Ho-Oh. It was removed due to concerns of being too violent and cruel along with religious connotations. This is also why Jolteon, Flareon, and Vaporeon were replaced with "unknown pokemon" to help remove itself from the reincarnation element.
