>>56619736It's like this with everything in America. Shoplifting is literally not chargeable as a crime almost anywhere here if it's under $500 or so due to limited police staffing. Organized retail theft rings with thousands of "employees" hitting every store in town for $495 worth of merchandise and then using a hotel room as a warehouse for it is a problem in every city in America. You won't hear about it on the news and we can't staff more police because upper-middle class people live segregated from the rest of society because of their wealth, won't admit it's a problem, and start protesting anytime anyone gets sent to jail for anything.
The crazy part? The thieves are better off just stealing all the card packs in the store rather than opening all of them, throwing the trash on the floor, and just taking the rare cards. If they steal under the minimum it's not a crime, but if they vandalize the merchandise they risk a vandalism charge. All this said, even kiosks like OP's pic are a risk in America because the same people will put card skimmers on them.
