Hence why Lance just ends up being lowkey a flying type specialist for a while and Agatha defacto mainlining Poison. With that said you still had gonzo shit like whatever the fuck was the logic behind Bruno not getting a Poliwrath until like Gen Fucking 3 and never having a Primeape.
With Hoenn they bit the bullet but forgot to take advantage of the national dex to properly fill out their teams, there's no reason for Phoebe for example not to have a full team of unique ghosts. There's enough fully evolved Ghosts plus either Haunter+Gengar in Hoenn to give her five, and if there's anywhere unobtainable pokemon should show u p, it's in the E-4/Champion for a final special bit of challenge to make them anything other than a Gym Leader gauntlet.
Glacia is pretty bad as well. The games have the data for Dewgong, Lapras, Cloyster, and Jynx, would giving her one or two of those really have been the fucking end of the world? Not Dewgong, sure, because of the overlap between it and Walrein, and I get why they wouldn't use Jynx because they got spooked by muh racism bullshit, but Cloyster and Lapras would have worked out fine.
Drake has it a little better, he does get Kingdra in Emerald and I get why they didn't want to give him a Dragonite, that's fair.
And yeah, sure, early on it'd result in the gen 3 E-4 between Hoenn and Kanto/Johto being kinda samey, since there's so much goddamn type overlap and it's of types that just don't have many available lines, but by DPPt there really was no excuse for DP Flint to be as much of a fucking disaster as he was even without considering how fucked Sinnoh was for fire-types.
