>>56671895it's not just that it's a bird, I think the wearing bones motif is a very specific motif. that can be used sparingly (cubone also has it), but on the same loose type of animal, two generations in a row, I think its a similar enough motif that it would raise an eyebrow.
that said I don't think it's a similar enough design to scrap it over that alone. but let's say they were paring down the pokedex, and this guy came up against Talonflame, both being fire related birds. the comparison to Mandibuzz might have been enough to tip it. pure speculation, of course.
